State Advocacy Updates: Call on Gov. Kemp to Sign One Bill and Veto Another

Well, another legislative session is behind us in Georgia. I think we all breathe a little easier as we walk, bike, or wait for the bus downtown with fewer harried out-of-town drivers to deal with.

There are a couple of things we’d like Governor Kemp to do before May 12. (That’s the deadline after the Legislature adjourns to sign or veto the bills passed by state lawmakers. At the end of the 40 days, any remaining measures automatically become law.)

So what’s on our list and how can you help?

1. Join Families for Safe Streets in calling on the Governor to sign SB160, the bill that would allow speed limiters to be installed in the cars of super speeders.

Families for Safe Streets has championed this effort:

“Speeding is one of the leading causes of preventable traffic deaths in the U.S., with nearly 12,000 lives lost in 2023 alone. Repeat offenders—“super speeders”—pose the greatest danger, and traditional penalties often fail to stop them. Intelligent Speed Assistance (ISA) technology can prevent vehicles from exceeding speed limits, intervening before crashes happen and protecting drivers, pedestrians, and cyclists alike. Our goal is simple: no family should have to lose a loved one to preventable speeding.”

2. Join Advocates for Highway and Auto Safety in calling on the Governor to veto HB 651, the automated speed enforcement bill that would require locals to a pass referendum to use speed cameras in school zones.

Advocates for Highway and Auto Safety is urging Georgia Governor Brian Kemp to veto House Bill (HB) 651 due to a dealbreaker in this otherwise reasonable bill: 

“The measure would require localities to hold referendums to utilize automated speed enforcement (ASE), which Georgia already limits to school zones. Enactment may curtail use of an effective technology to deter speeding where vulnerable school children are present.”

“Speed safety cameras are proven to deter speeding and its impact and are recommended for state and local adoption by the National Transportation Safety Board (NTSB) and the Federal Highway Administration (FHWA), among others. Most states, including neighboring Alabama, Florida, Tennessee and, as of 2025, North Carolina, permit speed safety cameras. A study by the Insurance Institute for Highway Safety (IIHS) found that speed safety cameras alone resulted in a 19 percent reduction in the likelihood that a crash caused a fatal or incapacitating injury. With well over 1,000 annual traffic fatalities in Georgia, we respectfully urge you to reject HB 651 to protect precious school children, vulnerable road users and motorists in school zones.”

Call Governor Kemp's office at (404) 656-1776 and leave a message with these two asks: 

  1. Sign SB160, the bill that would allow speed limiters to be installed in the cars of super speeders.
  2. Veto HB 651, the automated speed enforcement bill that would require locals to a pass referendum to use speed cameras in school zones.
