Challenge → Solution
Challenge: Policy and funding gaps have historically slowed the delivery of safety improvements, leaving streets dangerous for pedestrians, cyclists, and other vulnerable road users.
Solution: Propel ATL advances local and state advocacy, working with city agencies, elected officials, and communities to secure budgets, pass legislation, and implement programs that improve mobility and safety.
Here's how we do it:
Vision Zero Action Plan
In November 2023, the Atlanta Department of Transportation released its Action Plan for Vision Zero, a roadmap for ending traffic fatalities in our city. This was a direct result of years of our campaigning to eliminate traffic deaths and serious injuries.
Atlanta Department of Transportation Capital Improvements Budget Ammendment
In 2023, the Mayor’s budget cut the Atlanta Department of Transportation’s budget by 12 percent, hobbling its ability to deliver voter-approved projects. We worked with the Atlanta City Council on a budget ammendment to provide the Department with an additional $12 million for capital improvements that improve safety.
Atlanta E-bike Rebate Program
We created a grassroots movement for transportation via e-bike in 2024, advocating for a $1M e-bike rebate program in the City of Atlanta. We provided education and outreach for the initiative, and as a result 579 residents redeemed rebates through the Atlanta Regional Commission's program, with 82 percent of total rebate funds redeemed by people who were income-qualified, earning 80 percent or less than the area median income. In 2025, we continued our advocacy efforts for a second round of rebates.
"Super Speeder" Bill Advocacy
We supported the “Super Speeder” bill (HB 308), which passed both chambers with bipartisan backing. The bill would have used GPS-based technology to hold the most dangerous drivers accountable. Despite strong advocacy, the Governor vetoed the measure, pausing what could have been a major safety win.
Extended Dockless Micromobility Hours
Thanks to our advocacy win, shared dockless micromobility devices in Atlanta can now run until 2 AM, with the extension aimed at aligning service hours with workers’ late shifts.
Momentum for State-Level Pedestrian Safety Awareness
We worked to advance a Vulnerable Road Users Study Committee (SR 216), alongside Blinkie Award winner Veronica Watts, building momentum for a legislature-wide focus on safer walking, biking, and rolling. Although not selected by leadership this session, the campaign laid important groundwork for future action.
